Plan Commission
Meeting
Present: Mary Anne Svoboda, Jane Whiteside, Patty Scharr, Joe Edlin, Martha Johnson-Svedvik.
Mary Anne reviewed the following literature: copies of the Wis. Statutes describing the role and duties of a Town/City Plan Commission; correspondence to Pepin County Town Boards from John Egli, Pepin County Zoning Administrator, in reference to frac sand mining as discussed at the county level by the Land Management Committee; an example of a nonmetallic mine operator’s licensing ordinance from the Town of Howard in Chippewa County as a suggested tool for Townships if they choose.
In addition, Jane reviewed the literature she provided: an excerpt of the Town of Stockholm Comprehensive Plan describing goals for Land Use Planning; examples of Land Use Plans from the Towns of Waubeek and Frankfort; and Selected Waubeek Ordinances.
There was discussion regarding this Commission’s responsibility to develop a Land Use Plan. It was agreed that the group needs more time to study the literature that has been distributed and conduct additional research. Mary Anne learned that if we are not prepared to design and write a Plan or Ordinance at this time, we have the option to place a one-year moratorium on nonmetallic mining, allowing the Commission time to draft an Ordinance. If we made this choice we would be required to have our Plan developed within two years from the time the moratorium begins. This amount of time would allow the Commission to collect more information and begin drafting a Plan.
There was further discussion regarding drafting a recommendation for a moratorium at our October 14th meeting and sending it to the Town Board for their review at their meeting Monday Oct. 17th. Mary Anne and Jane will work on a preliminary draft to present to the Commission meeting on the 14th.
